Empadronamiento (Padrón) in Spain: what is it needed for?
Registering your residence is an absolute necessity for living in Spain. You can get it only after receiving your NIE. Free healthcare (centro de salud or centro de asistencia primaria or CAP), re-registering a car from Ukrainian plates to Spanish ones, re-issuing a driving licence, opening an autonomo (what we would call a sole proprietor) to run an individual business and so on - all of this is possible only if you have the registration.
How to get residence registration in Spain (Certificado de empadronamiento)?
You can get the registration if you have a rental contract of 6 months or more. In that case you book a cita at the Ayuntamiento and come with the rental contract. The registration is done right there in a couple of minutes. Its validity matches the term of the rental contract. Note that renting through Booking and Airbnb is possible, but you need not only a booking for a period of more than 6 months but also a statement from the property owner (personally signed) with photos of their documents.
Or you can get the registration without a permanent place of residence, but for that you will still need to rent a place for 1 month (really you need it for 1 day, but 1 month will cover the whole procedure 100%). You book a cita (as of March 2024 there are no citas any more, you just come and ask for the Padrón) at the Ayuntamiento and say that you need the registration "empadronamiento sin domicilio fijo". This means that you have no permanent place of residence. For further explanation it is enough to say that you rented a place for only a month through Booking and have no contracts of any kind. They register you (at your temporary address) and tell you that they will call you within two weeks. In practice, a week later they will call you and ask you to be at your rented apartment so they can confirm that you actually live there. Note that a social worker may also come without calling, on any day! The first time an employee called us after two weeks, the second time one showed up the very next day after our visit to the Ayuntamiento. After the social worker's visit to your home, you will be granted the registration, which you can then use for 2 years. The social worker will tell you to come to the Ayuntamiento in a few days (within a week). You come, and they give you an extract of the registration. This paper is valid for 3 months, while the registration itself is valid for 2 years. Later, if you have an electronic key, you can request the registration extract online yourself on your Ayuntamiento's website.
Buying residence registration in Spain
Or you can buy the registration in Spain. For this you need to find a consulting company. They will book a cita at the Ayuntamiento for you and ask you to come. A real person with documents for their own apartment will come to the appointment. The registration is issued to you on the spot, and you can use it for three months from the moment it is issued.
Registration is not a claim to ownership of real estate in Spain. You can register anyone at your address and just as easily deregister them at any time. This is why a paid registration service exists in Spain. As a result you receive a certificate from the city hall, the "Certificado de empadronamiento", which is valid for 3 months, although in fact you may be deregistered as early as the day after buying such a certificate)
How to get a cita for residence registration in Spain?
The document - certificate of registration / Empadronamiento or padrón is issued at the Ayuntamiento (a department of the city hall), namely at the Oficines d'atenció ciutadana (OAC) - the equivalent of our old housing office (ZhEK). The Certificado de empadronamiento is valid for 3 months from the date of issue. The Empadronamiento (Padrón) registration itself is valid for 2 years, after which it has to be renewed.
To get the registration you must book a cita. In Barcelona you can do it online - on the website you need to choose your district of the city https://ajuntament.barcelona.cat/ca/canals-de-comunicacio-ciutadana/presencials/oficines-datencio-ciutadana-oac, in Sitges - https://www.sitges.cat/ajuntament/atencio-ciutadana/cita-previa. You should arrive 10-15 minutes before the appointed time with all your documents.

- documents proving the owner's right to the apartment
